This unit is responsible for the administrative management of all the staff of the Executive Secretariat, implementation of human resources management policy, staff support, advice and information of staff, the management and supervision of resource allocation in terms of jobs and payroll; coordination with Executive Secretariat team and support for the performance of activities ; management and monitoring of the budget and four-year plan and the management and supervision of movable and immovable property and it is responsible, moreover, for:
Facility Management
- Prepare draft tender specifications
- Manage calls for tenders (dispatch, reception, analysis, sorting, …)
- Prepare and send contracts, draw up purchase orders
- Take delivery of and distribute office supplies
- Manage stocks and inventory
- Monitor financial procedures relating to expenditure, purchase of stocks and immovable property
- See to the logistics management of official IOC meetings
- Calculate all expenditure relating to the Goods & Services budget chapter (except travel)
- Check payments
- Carry out any pertinent budgetary studies
- Check and enter invoices in the financial system
- Participate in budget preparation
Personnel
- Prepare, monitor and follow-up on the recruitment of staff
- Register and answer job applications
- Monitor retirement, life and disability insurance policies, including correspondence and telephone contacts
- Monitor recruitments, absences, leave and overtime and prepare staff leave planner
- Update staff files
- Manage payroll
- Calculate expenditure relating to the Staff budget chapter (except travel)
- Check education grant payments
- Carry out any pertinent budgetary studies
